New Delhi: In a recent hearing concerning air pollution in Delhi, the Supreme Court expressed serious dissatisfaction with the Commission for Air Quality Management (CAQM). The court demanded evidence of compliance with the CAQM Act, stating that the alarming pollution levels in Delhi are well-known and unacceptable.
“Show Us One Step Taken”
The bench, comprising Justices Abhay S. Oka and A.G. Masih, questioned the CAQM about the apparent non-compliance with the Act. They asked, “Have any committees been formed? Please show us any steps taken under the Act. Where are the directives issued under Section 12 and others? This is all just in the air.” The bench highlighted the lack of information regarding actions taken by the NCR states.
Data Requested from CAQM
Just two days prior, the Supreme Court requested data from the CAQM, insisting that all relevant authorities respond to its inquiries. The court stated that it would focus solely on the CAQM’s actions during this hearing, emphasizing that the Commission had not complied with any provisions of the Act. “Show us any directive that you have complied with. It’s all just in the air,” the bench reiterated.
“You Are a Silent Spectator”
The Supreme Court further criticized the CAQM, asserting that all its actions appear to be only on paper and that the Commission has been a passive observer. The bench asked the CAQM chairman why the Commission holds meetings only once every three months. When the issue of stubble burning was raised, the CAQM claimed there had been a significant decrease in incidents. However, the court pointed out that no actions have been taken under Section 14 of the CAQM Act, which allows for penalties for violations of the Act’s provisions.
The court’s remarks reflect growing frustration over the inaction regarding air quality management in the capital, calling for immediate and effective measures to address the pressing pollution crisis.
